For this tutorial you will need...
Photo Impact
Eye Candy
Alternative Eye Candy Site
Simple Filter















 

 Open a new image 300 x 300
Go to edit/fill
Fill with Magic Gradient.
I used 004.
Select Mode 10
It should now look like this.
Go to Eye Candy..swirl
settings should be
30/15/79/53
Now to to Simple Filter/quick tile.
Open another new image..this time make it 1280 x 300
Go back to the one you just made and right click /copy
Go to new image for the background . 
Go to edit /fill
Now you have a new swirl background already tiled and seamless.
If you want to mute it down some you can always use 20/20 for this.

This is how your swirl should look.
